Oregon lawmakers have introduced House Bill 3054, which would have unintended but disastrous effects on both landlords as well as renters. The bill limits many landlords to only raising rent by CPI in any given period, even between different tenants! This would impel landlords to continuously raise rents in an effort to keep from getting below water on their investment.
